I would like to use a standard electric drill to drive a 4mm shaft through one of these couplings fitted to another 4mm shaft that would link to a 12mm gear. Would this be suitable?

This coupling is for linking two 4mm diameter shafts together. You have not specified the torque or rpm you wish to run at but these couplings are commonly used for prop shafts on model boats. If you apply too much torque which is quite possible with a drill, then you are likely to damage the coupling.
