Your message some how got lost. A 2.9mm bore is what is called an interference fit. This basically means it is a very tight fit so it grips the shaft. It is not intended for free spinning on the shaft.
What is the procedure to fit a 2.9mm bore gear to a 3mm shaft? I would appreciate advice.

They are as per the product description, ID 3.2mm OD 5mm, length 8mm.

Can you confirm the measurements of these washers (OD, ID, length)? (page says they are M3)

In answer to your question, no because as per the description, the internal diameter of the groove is only 8mm so is likely to break through or leave a paper thin wall thickness.
Can the pulley part # 4602-014 be made with 8mm pitch (shaft diameter)?

If the 30A is the nominal current drawn at full load at 24V then that is a power draw of 720W. Assuming an efficiency of 65%, that gives a motor power of 468W which sounds more like it.

I would suggest the the sabertooth dual 60A controller 1506-009. That should handle the acceleration and reversing currents well.
