Hypothetically, could these be used to hold a laptop screen together by placing one of them horizontally on the bottom edge of the screen and another one on the back of the screen and then bolting them together?

That sounds a bit unorthodox!
The steel is only 0.5mm thick which along with the perforations makes them easy to bend just with your fingers. Hard to imagine what you are proposing to do but all I can say is that these strips will not add much strength to what the bolts with washers will do alone.
They are not flexible as they are made from steel. They can be easily bent to shape but I would not even consider them for our stepper motors. Stepper motors are usually face mounted into a panel or mounting plate.
