Sorry for my ignorance, but in these power leads, what does the 2nd measurement refer to (i.e. the 10mm in 2.1 x 10 x 1.8)?

The dimensions all refer to the actual conductive part of the plug (barrel for want of a better description). The 2.1mm is the bore diameter, the 10mm is the length of the barrel. The missing dimension is the outside diameter of the barrel which for all standard 2.1 & 2.5mm plugs is 5.5mm. The 1.8m is of course the length of the cable. Some manufacturers quote the barrel length excluding the plastic tip in which case they are 9mm long but to all intents and purposes it is a 10mm length as we quote here.
