Nathan, Brushed motors will start to rotate at voltage below their rating although the starting voltage will depend on the load. Some motors will start rotating at under 1V but will have very a relatively low torque.

However, this geared motor is one of the 918D range which you can see more about by following the breadcrumbs one level up. Here you will find a photo. It is not generally possible to have a geared motor of this style with an axle both sides as the gearbox is fixed on one end of the motor. The other end has the motor spindle that will be rotating 250 times faster than the gearbox shaft / axle.
