Each PICAXE chip has a boot loader programmed onto the chip, this allows a simple download of the PICAXE programme to the chip. You cannot download raw hex files etc.. so in that respect it is not a PIC programmer. With this kit you need a serial or USB programming lead to go with it although starter pack 3803-003 does include a lead for connecting to a serial COM port on your PC.
We do have PIC programmers part numbers 2902-305 and 2902-310 from Cana Kit."
