I have not used this board before so rather unfamiliar with it. Looking at the schematic, it looks like all control inputs default to allow it to run. What signal do you have on the DIR input? As for checking your PICAXE code, simply wire an LED to the particular output and slow down the clock by using longer pause commands to say 10Hz. As with any fault finding, the first task is to narrow down the problem to a specific area, in your case is it the PICAXE hardware or software or is it the driver board. So first focus on getting a clock pulse out by using an LED unless you are fortunate to have an oscilloscope.

This is a bipolar motor driver for 4-wire bipolar stepper motors. You can use a 6-wire unipolar stepper motor in a bipolar configuration by using the center tap and one end of each phase, leave the two spare wires unconnected. You can use the full winding (leaving the centre taps unconnected) with a bipolar driver but this will give half the current but also reduced high speed torque."
